Tommy's kit is essentially a death coaster where the man and his kit rotate 360 degrees vertically. There are plenty of videos on YouTube that showcase the insane contraption, but none really did it justice. I found one that comes close or at least gives you an idea of how utterly stupid it is.

The drum solo is a time for the rest of the band to get off stage, recoup and regroup, and then finish the show. It is a time for when Def Leppard (in the 80s) had blumpkins waiting for them. This whole routine with Tommy this year is almost 10 minutes long. That is plenty of time for the roadies to cue up the remaining Vince Neil vocal tracks.
